Dr. Beate Winkler, born in 1949 in Dresden. Adviser for European Policy- intercultural dialogue. Studied Law in Cologne, 1985 doctorat. 1978-1979 Federal Ministry of Education and Science responsible for the International Student and Scientist Exchange. 1979-1981 Federal Ministry of Labour and Social Welfare responsible for the International Year of Disabled. 1981-1996 member of the staff of the Comissioner of the German Federal Government for Migration, Refugees and Integration. 1996-1998 chief executive of the association of Germans Architects (BDA). 1998-2007 director of the European Monitoring Centre on racism and Xenophobia in Vienna. March to July 2007 Provisional Director of the European Union Agency for Fundamental Rights in Vienna. Since mid 2007 adviser im Bureau of European Policy Advisers (BEPA),
