Phoenix
PHOENIX – Current affairs and documentary channel with headquarters in Bonn – is a public service special interest channel of ARD and ZDF. PHOENIX serves the purpose of supporting the formation of the opinions and the decision-making process of the people of Germany and aims to promote democratic parliamentarianism and European integration. PHOENIX is non-party and has a balanced content. The channel is managed by two Programme Directors with equal rights, one each being appointed by ARD and ZDF. One of the two Programme Directors is given the function of a spokesman, which annually changes between ARD and ZDF. PHOENIX has its legal foundation in the 3rd Amendment to the Interstate Broadcasting Treaty, which permits ARD and ZDF to organise two special interest channels. PHOENIX is financed by a share in the monthly broadcasting licence fees. Its annual budget is around 30 million Euro. The funds are released by the Commission for the Establishment of the Financial Requirements of the Public Service Broadcasting Corporations (KEF).
