ARTE, the European culture channel, is a public enterprise. It is primarily aimed at citizens in Germany and France. ARTE was established on 30 April 1991 with the mission of “conceiving, designing and broadcasting television programmes of a cultural and international nature in the broad sense that are suitable for fostering understanding and rapprochement of peoples in Europe". ARTE wishes to show Europe’s cultural diversity. The headquarters in Strasbourg, ARTE G.E.I.E., and the two members ARTE France and ARTE Deutschland TV GmbH are financed by means of television fees. The members in Germany and France supply 40 percent of the programmes broadcast by ARTE respectively. 20 percent of the productions are provided by the 380 staff members at the headquarters in Strasbourg.
